The OECD presented the first part of the study of the Ukrainian electricity market

Organization of economic cooperation and development (OECD) presented the draft first part of the study of electricity market in Ukraine, which had started in 2021. The presentation on August 16 was attended by representatives of the Antimonopoly Committee of Ukraine, the Ministry of Energy, the National Commission for State Regulation in the Field of Energy and Utilities and other state bodies.

The global goal of the research is to help Ukraine in the process of improving the electricity market, preparing recommendations for eliminating problems that inhibit its development. As part of the study, OECD experts conducted a general overview of the energy sector, analyzed its legal framework and assessed the state of competition in it. The first part of the study mostly describes the situation in the energy markets before the large-scale Russian invasion.

«We find this report useful. Especially if, eventually, we jointly find the most effective tools that will increase competition in the Ukrainian electricity market. With the beginning of war, we have to take into account not only the previously planned changes, but also those that are happening now, in real time. After all, our energy sector suffers losses as a result of hostilities, a large part of the infrastructure has been damaged», – the Chair of the AMCU emphasized.

Olha Pishchanska expressed her hope that the second part of the study will also analyze the likely effects of the integration of the Ukrainian energy system into ENTSO-E, consider the circumstances caused by the war, predict their consequences and provide recommendations for overcoming these challenges. The rest of the participants of the event from the Ukrainian team also expressed their willingness to help the OECD team in preparing the report.

As a reminder, the project «OECD Market Study of the Electricity Sector in Ukraine» will be conducted by the OECD Secretariat in cooperation with Ukrainian authorities, industry associations and consumer associations. According to the preliminary plan, the final presentation of the research results will take place in the spring of 2023.
